25 March 2017 1510hrs Cleaner contractors were carrying stuffs discarded by flat residents. One of the men hit the cable/wiring enclosure and it dropped. He initially fixed it back as I told him. Later (not in video), I realised enclosure was not put back properly because cables/wires were visibly protruding out. I called the 24hrs town council about the incident. Then, I searched whole block for the men, and I was also drenched by the rain. I finally found them resting at end of block and told
